Biography

Daniel is the founder and lead project partner of OceanStrategy, a boutique advisory firm providing research-informed consultancy and enterprise project management services.

His professional experience spans governance-oriented advisory work and complex transnational projects, where he has contributed to structuring teams, coordinating workflows, and supporting negotiation processes. Over time, he has developed governance insight alongside project management and negotiation expertise through advisory engagements across varied institutional and geographical contexts.

In addition to OceanStrategy, Daniel has held roles in transnational corporate development projects involving privately held mining and commodities trading groups. His experience includes supporting the deployment and operation of industrial photovoltaic power plants in the Mediterranean, contributing to an alluvial mining project in Central Asia, and co-drafting the offering memorandum for a large-scale irrigation initiative in East Africa. His exposure across mining, agriculture, trading, and energy informs his continued interest in strategic development and governance challenges within these sectors.

Daniel holds a Bachelor of Commerce from the University of Malta and a Master of Arts in Diplomatic Studies from the Mediterranean Academy of Diplomatic Studies. He is a member of the Institute for Global Negotiation (University of Zurich) and the Institute of Financial Services Practitioners (Malta).
